Cazier <br />Environmental Protection Specialist <br />Division of Reclamation, Mining, and Safety <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Dear Mr. Cazier 17 Mar 2015 <br />Re: Quist prospecting permit POI 2011 -06 denial <br />In my last letter of 11 Nov 2014 I requested that you keep the application current for this <br />prospecting permit since the Forest Service had not yet established a bond. I did so in lieu <br />of sending the $100 bond because I know that the Division must agree with the Forest <br />Service with the amount and the bond must be posted before I can proceed. Since the <br />Forest Service had not established a bond, I requested you keep the application current. In <br />the meanwhile I worked on areas which were covered under other current plans of <br />operation, mining permits, and/or prospecting permits. Since you have denied the <br />application I now need to know how to proceed. The Forest Service is currently <br />reviewing a new plan of operations for the Quist sites. <br />This has been a rater frustrating experience for me in trying to get action on the Quist <br />sites. I originally submitted a request in 2009. The State approved, pending the Forest <br />Service Bond. Because the Forest Service did not act on my plan of operations in a <br />timely manner, the State required me to submit a second application (with a second fee). <br />did so in March 2011. The State considered the application complete; however, I <br />informed the State that I did not have the bond amount yet from the Forest Service. <br />Knowing I could not proceed until this was established, I wrote back (after realizing the <br />Forest Service would not act) requesting the State keep this application open. The next <br />correspondence from the State is the current "denial" which I just received. I respectfully <br />request you continue my application in lieu of denial. <br />There are no changes in the new plan of operations simply because we were never <br />approved in a timely manner to be able to do any significant prospecting. I have since <br />dropped one of the proposed sites and reclaimed some prospects that were covered by <br />other permits. We reclaimed an area that was previously mined by other claimants in <br />1985 but left open. I worked this site under Colorado Calumet Mining Inc. under their <br />permit (now transferred to T. D. Minerals Mining) and reclaimed about an acre last <br />summer. I can provide other information regarding the details of Forest Service action <br />
