Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />R - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a partial inspection of the Roadside Portals Mine conducted by Brock Bowles of the Colorado Division <br />of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) was present for the <br />inspection. The weather conditions were sunny and cool. The temperature was approximately 50 F and ground <br />conditions were dry. <br />FISH and WILDLIFE — Rule 4.18: <br />Several flocks of chukar were heard around the CRDA 1 and 2. Several rabbits were seen on the CRDA 2. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The south portal area was free of snow and dry. There was no evidence of surface water flow and the <br />ditch below the portal area was dry. <br />The rock lined section of the Roadside Refuse Disposal Area diversion ditch was in good condition. <br />The weeds and debris in the lower ditch on the Fontanari property leading to the Carey Pond had recently been <br />burned (photo 1). The north section of the lower ditch that goes north along the Fontanari/Carey property line was <br />packed with tumble weeds (photo 2). Neither ditch contained water. <br />The pond on the Hasstedt property was dry. This little pond is in the same ditch, up- stream of the Carey Pond <br />(photo 3). <br />The set of 6 culverts for Coal Creek Road were free and clear of obstructions (photo 4). <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 4 <br />
