March 18, 2015 C- 1980- 007/West Elk Mine JRS <br />- The NSSA pond was dry at the time of the inspection. The pond embankment was well vegetated and stable and <br />no erosional problems were noted. <br />- The ditches along the main haul road all contained some sediment and need to be cleaned. This is spring <br />maintenance as a result of the recent snow melt. The ditches were all stable and no erosional problems were <br />noted. <br />- The roadside ditches along the haul road to the Sly Gulch facilities area all contained some sediment from the <br />spring snow melt and need to be cleaned. The ditches were stable and no erosional problems were noted. <br />- The ditches around the RPE and RPE pond all contained some sediment from spring runoff and need to be <br />cleaned. The ditches were all stable and no erosional problems were noted. <br />- The RPEE sediment ditch was flowing at the time of the inspection. There was water flowing into the ditch from <br />the French drain and crushed rock filter blanket as well. The ditch was stable and no erosional problems were <br />noted. The concrete apron that was put in last fall at the entrance to the CMP culvert remains stable. There was <br />no side or undercutting noted. There is some sediment just in front of the apron, in a spot where the ditch flattens <br />out. This area will need to be cleaned. <br />- The RPEE clean water ditch was flowing at the time of the inspection. The ditch was clean and stable and no <br />erosional problems were noted. <br />- The lower portion of the LRP ditch contained some sediment and needs to be cleaned. The ditch was stable and <br />no erosional problems were noted. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11: Drainage Control; Surface <br />Stabilization; Placement: <br />- There was a large pile of refuse material on the RPE from the recently completed F -Seam rehabilitation work. <br />The operator has also added material from recent ditch cleanings to this pile. This material will be moved to the <br />RPEE once weather conditions permit. West Elk is permitted to temporarily stockpile refuse material on the RPE. <br />The rest of the pile was well graded and compacted and there was no water pooling on the pile. The reclaimed <br />outslopes of the pile remain stable. No erosional problems were noted on the outslopes at the time of the <br />inspection. <br />- The RPEE was inaccessible at the time of the inspection due to snow and road conditions. The RPEE was <br />viewed from below. It appears to remain stable. There did appear to be one spot where the silt fence that was <br />installed last fall was breached. There also appeared to be several spots where there were rills developing in the <br />reclaimed outslopes. Once the operator can safely reach the pile these areas will need to be inspected and repaired <br />as necessary. <br />- The LRP was well vegetated and remained stable at the time of the inspection. There were no erosional <br />problems noted on the pile. <br />SLIDES and DAMAGE - Rule 4.12: <br />- The HR -1 slide area remained stable at the time of the inspection. There was one spot just east of the RPE that <br />appeared to be saturated. This area appeared to have experienced some minor surface (topsoil) movement. There <br />was also some minor surface movement just above the culvert and apron area of the RPEE sediment ditch. Once <br />the area dries out the operator will need to inspect these areas and repair as necessary.
