A geotechnical analysis was completed for the proposed foundations. The report is <br />included as Exhibit 39 Geotechnical Study -New Elk Mine Site Facilities. <br />The rope slope will function as ventilation intake for the construction of entries to the <br />East Portal Shaft. The belt slope will be temporarily equipped with two metal exhaust <br />ducts, one 36 -inch diameter and one 30 -inch diameter. Temporary exhaust fans will <br />be located on the surface at least 15 feet out from the belt slope portal and over the <br />top of the belt slope portal. <br />Once development to the East Portal exhaust shaft is complete, the fans and ducting <br />will be removed. The rope slope will function as a fresh air intake and be equipped <br />with rail and a hoist for moving equipment and personnel underground. Details of the <br />rail and hoist system are included in section 2.05.3(3)(c). <br />Coal mining requires the use of inert dust to aid in limiting the explosibility of the <br />coal dust. A rock dust system will be installed on the surface. The system requires a <br />rock dust storage bin and compressor. The bin is constructed of steel with a capacity <br />of 150 tons. Details of the bin are included in Exhibit 28- Bond Calculations. The <br />bin foundation is concrete pylons footers. The rock dust system operates under <br />pressure produced by a compressor with an air regulator tank and dryer. The <br />compressor and tank and dryer are housed in a small metal building (20 Ft x 20 Ft) <br />with a concrete slab foundation on stem walls. The placement of the rock dust system <br />near the East Portal requires a small cut of approximately 17,500 CY. The cut <br />material will be relocated to the belt slope for use as fill to accommodate the surface <br />conveyor drive and take -up and if necessary on the fill required for the rope slope. <br />The detail of the cut and cross sections are shown as an inset on Map 11 Sheet 1 - <br />East Portal, Slope Track and Cuts. <br />A ditch is proposed to route storm water around the cut slope to maintain the <br />integrity of the slope. A trapezoidal channel with a bottom width of 0.5 Ft, a height <br />of 1 Ft, side slopes of 1:1, and a minimum slope of 3.25% will handle the peak flow <br />of 9 cfs with a 10 year, 24 hour storm of 3 inches. At the time of construction, the <br />slope material characteristics will be evaluated to determine if a drop structure is <br />necessary to carry the cut slope runoff. The detailed design is included as an <br />addendum to Exhibit 19 Sediment Design Specifications. <br />The water distribution system will be re- established with updated pipe corridors, <br />water tanks and related pipe vaults as shown on Map 11 Sheet 2 East Portal Utilities. <br />Of the three existing water tanks on the slope above the portals, the two located on <br />the north end of the tank pad have been removed. The remaining 65,000- gallon raw <br />water tank will remain in service. The water system will be augmented by two <br />additional steel tanks; one 400,000 gallon steel raw water tank will be located on the <br />tank pad and one 25,000 gallon steel potable water tank. The details of the tanks and <br />the foundations are included in Exhibit 28 - Bond Calculation. Water will be <br />pumped up to the tanks for storage and distribution. A 4" tank overflow line is <br />proposed that would direct overflow to pond 001. <br />Section 2.05 TR -68 12/10/2014 <br />
