EXHIBIT C
MINING PLAN
COUNTY: Kit Carson
OPERATOR: Castle Rock Construction Company of Colorado, LLC
1. Mining will commence in mid April 2015 or as soon thereafter as this permit is
approved and will continue until the completion of a Highway I70 re- construction
project from Vona to Stratton. The completion of this project will be in the fall of
2015. Reclamation will be complete by the time the project is finished.
2. All of the topsoil along with the grass root zone on the existing rangeland will be
salvaged for use in the reclamation process. Topsoil on the disturbed portions of
the pit, access road and overburden stockpile area will be striped to a depth of
4 -6 inches and stockpiled as shown on Exhibit E - Mining Plan Map, south of the
affected area. The topsoil will be placed back on the reclaimed area to the same 4-
6 inches, when possible, during excavation as the remaining aggregate is
excavated, thereby minimizing the size of the topsoil stockpile.
3. Any overburden that is required to be removed prior to excavating the aggregate
material will be placed in a stockpile as shown on Exhibit E — Mining Plan Map.
2 -3' of this material is anticipated. Overburden will be placed back on the
previously mined areas and graded to the elevation shown on the plan as mining
proceeds prior to reclamation.
4. If stock piles are left for extended time over 180 days they will be temporarily
seeded. Temporary seeding will utilize the seed mix stated in the reclamation
plan. Any runoff from the stockpile will be channeled toward the excavation
area. No drainage ways will be blocked by or contact the stockpile of topsoil.
Topsoil placement will be complete by the fall of 2015.
5. Thickness of aggregate material to be mined is 10 to 15 feet.
6. Aggregate will be excavated within the pit limits and hauled directly to the project
batch plant site on the Clapper property approximately 2000' east of the pit
limits for processing outside of the pit limits. No processing of the material will
occur on the site.
7. A temporary 2,500' by 30' access to County Road U will be built by CRCC and is
included in the pit limits and acreage totaling 28.0 acres that is being requested in
the permit. This temporary entry enters directly onto existing CRU. The access
road will be returned to existing contours when mining is completed and returned
to its current use as rangeland
8. The pit is existing side hills in rangeland which will be mined by beginning at the
western edge of the pit limits and excavating easterly. The pit floor will be graded
