Colonyo Coal Company <br />2014 Annual Reclamation and Hydrology Report <br />SECTION 7 - QUARTERLY FILL INSPECTION REPORTS <br />RULE REOUIREMENT <br />RULE 2.04.13(2) <br />Rule 2.04.13(2) the Permittee may provide additional monitoring information as required <br />by the approved permit; <br />• Rule 4.09, page 4.09 -2 of the mine permit, in reference to Streeter Fill, specifies, <br />"The monitoring reports and certified inspection reports will be available during <br />the inspections by the Division but will only be submitted to the Division in the <br />ARR ". <br />• Volume 5B of the mine permit, Exhibit 19, page I a -4, requires, "After <br />construction, the West Pit Fill will be monitored quarterly ..... and reports will <br />be submitted in the ARR." These reports are in Figures 7 -1, 7 -2 and 7 -3. <br />• Volume 5B of the mine permit, Exhibit 19, page II a -4, in reference to Section 16 <br />Fill requires, "Monitoring reports and certified inspection materials are made <br />available during periodic inspections conducted by the Division but are only <br />submitted in the ARR." <br />• Volume 12 of the mine permit, Rule 4.09, in reference to both South Taylor Fills, <br />requires that "Inspections will be conducted at least quarterly during the <br />construction period." The reports, for East Taylor Fill only, are located in Figures <br />7 -4 and 7 -5. <br />GENERAL DISCUSSION <br />Lee Sampson ( Colowyo Coal Company) performed P.E. duties at Colowyo Coal Mine <br />during 2014. <br />Streeter Fill: Under Technical Revision 64 monitoring requirements for Streeter Fill <br />were relinquished and monitoring was discontinued during the 3rd quarter of 2006. <br />West Pit Fill: The West Pit Fill Monitoring Well was inspected for significant changes in <br />water level on a quarterly basis. No significant water level changes were observed in <br />2014. In addition, the fill was inspected quarterly to identify the development of any <br />springs or seeps on the face of the fill. No seeps or springs developed during 2014. The <br />West Pit Fill was inspected quarterly for any evidence of surficial slope failure on the <br />face of the fill and none was found. A quarterly review of the survey monuments on the <br />fill noted no significant changes in their positions, suggesting that the fill continues to be <br />stable. <br />Page 7 -1 <br />
