Box 33695 <br />Denver, CO 80233 -0695 <br />Re: Colowyo Mine (Permit No. C- 1981 -019), Review of 2013 ARR <br />Dear Mr. Gilbreath: <br />The Division has reviewed the Colowyo 2013 ARR, and we have the following comments. <br />Colowyo Coal Company (CCC) staff will need to continue to monitor parcels EP047 and EP048. If the <br />annual species continue to dominate, mitigation efforts may be warranted. <br />The Division reminds CCC staff that Cheatgrass (Bromus tectorum) is on the state noxious weed list <br />(Colorado Department of Agriculture, C list species). Although the presence of Cheatgrass does not require <br />weed control measures (unless present to the exclusion of other desirable species), it does not count towards <br />reclamation success values. <br />There appears to be confusion regarding the reclamation schedule for parcel EP050. The Division noted <br />that the vegetation report in the 2013 ARR counted EP050 as having achieved its seventh year following <br />seeding. However, if EP050 was seeded in 2007 (as indicated in past ARRs), 2013 vegetation sampling <br />represents the sixth year following seeding for the EP050 parcel, assuming that this parcel was seeded in the <br />fall of 2007. (It is the Division's understanding that CCC usually seeds in the fall.)
