PERMIT #: M- 2010 -075 <br />INSPECTOR'S INITIALS: ERR <br />INSPECTION DATE: January 6, 2015 <br />OBSERVATIONS <br />The Division of Reclamation, Mining and Safety (Division/DRMS) conducted an inspection of the 7Y Ranch Pit #1 <br />(Permit File No. M- 2010 -075), a Construction Material Limited Impact 110c Operation Reclamation Permit with 9.9 <br />permitted acres and an approved post mining land use of Rangeland. The mine is located approximately 1 mile north - <br />northwest of Cope, Colorado. Elliott Russell, with the Division, inspected the site. Steve Williams, representing the <br />Operator, accompanied the inspection. This inspection was carried out as a part of the Division's normal monitoring <br />program. <br />At 09:00, the Division met Mr. Williams at the mine site, located %2 mile north of U.S. Highway 36, on the west side of <br />CR XX. At the time of the inspection the temperature was cold, the sky was clear, and the ground was frozen. There was <br />up to 8 inches of snow covering the ground throughout the site. The mine site identification sign was observed at the <br />entrance to the site and was in compliance with Rule 3.1.12(1). The permit boundary had been delineated by fences. The <br />site was not currently being mined at the time of the inspection and there was no equipment on the site. Mr. Williams <br />stated that Washington County was not going to mine any more material out of this pit and is planning to reclaim the site. <br />The most recent Annual Report noted the date of last mining activity was in January 25, 2012. In accordance with Rule <br />3.1.3, reclamation shall be carried to competition within 5 years from the date the Operator informs the Division that <br />mining is complete. Unless mining activities are reinitiated, the site shall be entered into final reclamation on or before <br />January 25, 2017. <br />The site consisted of a single excavated area, approximately 4 acres in size. A large topsoil stockpile was located along <br />the western boundary. Approximately 100' north of the pit had been stripped of topsoil, but the material was yet to be <br />mined. In general, the remaining reclamation to be completed at the site (as approved Reclamation Plan of the permit) <br />consists of minimal grading of slopes to 3H:1 V or flatter, the replacement of 4 inches of topsoil throughout disturbed <br />areas of the permit, and re- vegetation of the reclaimed areas. The re- vegetation consists of establishing a cover crop of <br />Sterile Sorghum (drilled at 2.23lbs /acre) the drilling the recommended reclamation seed mixture of Switchgrass (2 PLS), <br />Prairie Sandreed (3.5 PLS), Sand Bluestem (8 PLS), Western Wheatgrass (8 PLS), and Purple Prairiecolver (3 PLS). <br />Page 2 of 5 <br />
