EXHIBIT D <br />RECLAMATION PLAN <br />COUNTY: Kit Carson <br />OPERATOR: Castle Rock Construction Co. of Colorado, LLC <br />1. 4 - 6" of topsoil is currently present on the site and will be stripped and <br />stockpiled. <br />2. The final slopes will be a maximum of 4:1 or flatter. Final slopes, both new and <br />existing that are disturbed, will be reclaimed, seeded and mulched utilizing the <br />attached seed and mulch plan that is specified on the highway*project six miles <br />from the pit. No blanket or mulch tackifier is anticipated to be necessary. <br />3. The final use of the pit is rangeland. <br />4. No trees or shrubs will be removed from the rangeland. <br />5. No streams, roads or building will remain after reclamation. <br />6. The haul road will be returned to existing contours and to the use of rangeland. <br />7. If deemed necessary to prevent erosion of the pit area after the mining operations <br />are complete, a berm will be constructed utilizing overburden and topped with <br />topsoil along the northerly edge of the existing drainage on the northern side of <br />the mining area. <br />8. By salvaging and placing all existing topsoil as described above, the new <br />vegetation on the slopes will be greater than the extent of cover of the existing <br />vegetation on the surrounding areas. <br />9. The seeding will be done by the fall of 2015, probably at the same time as the <br />roadway project. A preparation and seeding list are attached in this Exhibit. The <br />site will be chiseled and disced after topsoiling and prior to seeding. <br />10. Prior to the seeding and mulching process, the reclaimed soil will be tested to <br />determine the need for fertilizer. These results will be supplied to the Division <br />prior to actual application for approval <br />11. The following seeding plan and all the conditions required in that plan will be <br />utilized in the reclamation of the pit as necessary. <br />
