The Division approved two more expansions to the refuse pile with Technical Revisions 30 and <br />31 approved June 1998 and August 2000, respectively. The final approved refuse pile <br />encompasses 37.9 acres. <br />With the construction of the two under drains, an alternative sub - drainage system for the coal <br />mine waste area was previously approved. The Division found such an alternative will ensure <br />the applicable static safety factor, stability of the fill, and protection of the surface and <br />groundwater (Rule 4.10.3(5)). <br />IX. Coal Mine Waste <br />The Division has approved the following from the PAP (Section 4.11.1). Coal processing waste <br />materials disposed of at the Southfield Mine contain a significant percentage of residual moisture <br />and are compacted as required to assure that no coal processing waste fires occur in the refuse <br />stockpile area. Exhibit 9, "Comparison of Refuse and Soil Information," presents data relative to <br />the total combustible solids content for refuse generated from the Southfield preparation plant. <br />This report indicates that refuse materials contain limited amounts of combustible solids and <br />high percentages of surface moisture, both of which preclude the likelihood of fires occurring <br />within Southfield refuse materials. Additionally, no fires or spontaneous combustion have been <br />observed at the Southfield coal refuse disposal facility since its construction began in 1980. <br />In the unlikely event that a coal processing waste fire does occur EFCI, will take immediate <br />action to control and extinguish the fire. Only those persons authorized by EFCI who have an <br />understanding of the procedures to be used will be involved in the fire control operations. <br />X. Backfilling and Grading <br />After removal of all mine structures and facilities and the sealing of all mine openings, all <br />disturbed areas were backfilled and regraded. EFCI established a post- mining configuration that <br />complies with regulatory requirements for long -term stability and blends with the surrounding <br />terrain. <br />There is no requirement to cover potentially acidic or toxic - forming materials since Southfield's <br />mining activities will not produce any of these materials. <br />Normal backfilling and grading practices were applied to disturbed areas. The backfilled and <br />graded areas were left in a roughened condition in order to improve the bonding of the regraded <br />surface with the topsoil and to better promote vegetative growth and reestablishment. <br />XL Revegetation <br />A. The Division proposes to approve the use of introduced species in the reclamation seed <br />mix. The applicant has submitted information which shows that the introduced species are <br />25 <br />
