National Mine. This location is in T20S, R70W, NE' /4 NE /4 Section 25. EFCI backfilled these
holes with material stockpiled adjacent to the area, compacted the material in the holes to
minimize settling, graded, seeded and mulched the affected area in the fall of 2012. The repairs
were acceptable to the Division. A subsidence crack was noticed by the landowner east of the
light use road to the Newlin Creek topsoil stockpile footprint. EFCI graded the surface
expression of this crack to minimize water flow into the crack.
Other surface disturbance that is likely caused by subsidence was reported by the Division
inspector in 2014. This disturbance is in and near Magpie Creek, south of the reclaimed Power
Sub - station 92. EFCI is working to address these features.
Reclamation of boreholes and wells is an important aspect of the Southfield Mine reclamation
plan. EFCI has performed numerous reviews of documents on these holes with the objective of a
comprehensive and current list. This has included an effort to address landowner concerns
regarding unsealed boreholes throughout the mine property. In addition, the Division conducted
an inspection of resource confirmation holes (exploration holes) within the property in October
2012. Borehole locations were located in the field using a GPS. A field reconnaissance is
pending to further confirm the locations of the holes and the status of their reclamation.
The water monitoring wells MW -16, MW -23, and MW -NW will also need to be sealed by EFCI
after water monitoring is no longer necessary and sealing activities are approved by the Division.
At the time of the writing of this report, EFCI is in the process of requesting that MW -65 remain
permanent, as the landowner Dr. Corley would like to use this well for his ranch.
Two bond release applications, both Phase I applications, have been submitted and approved for
the Southfield Mine. SL -01, which entailed approximately 14 acres at the loadout, was approved
on November 4, 1997. SL -02 for the mine site was approved on April 25, 2003; this bond
release covered approximately 68 acres.
12
