Without topographic data, we are unable to
confirm that the sandstone will not be undermined by the proposed excavation. Any
undermining could contribute to toppling of sandstone blocks into the East Diversion Ditch. (An
event of that type appears to have occurred naturally, in 2007, from a point directly above the
proposed Borrow Area #3.)
19. Section E -E' is graphed eastward only to the intercept of coal mine waste with the natural
ground. Please extend the cross section eastward to reflect the natural topography for a
distance beyond the limits of the gob.
20. Section E -E' depicts the East Diversion Ditch as being constructed on top of the Gob surface.
This practice does not conform to Rules 4.09.2(7) and 4.10.3(2), which require that all surface
drainage from the area above the coal mine waste bank be diverted. Please revise the design
for Gob Pile #2 to comply with this requirement.
