Without topographic data, we are unable to <br />confirm that the sandstone will not be undermined by the proposed excavation. Any <br />undermining could contribute to toppling of sandstone blocks into the East Diversion Ditch. (An <br />event of that type appears to have occurred naturally, in 2007, from a point directly above the <br />proposed Borrow Area #3.) <br />19. Section E -E' is graphed eastward only to the intercept of coal mine waste with the natural <br />ground. Please extend the cross section eastward to reflect the natural topography for a <br />distance beyond the limits of the gob. <br />20. Section E -E' depicts the East Diversion Ditch as being constructed on top of the Gob surface. <br />This practice does not conform to Rules 4.09.2(7) and 4.10.3(2), which require that all surface <br />drainage from the area above the coal mine waste bank be diverted. Please revise the design <br />for Gob Pile #2 to comply with this requirement. <br />
