February 26, 2015 C-1980-007/West Elk Mine JRS <br /> <br /> <br />- Freshwater ponds FW-1 and FW-2 were both stable at the time of the inspection. Both embankments were well <br />vegetated and no erosional problems were noted. <br />- The ditches around the RPE and just to the east of the RPE were all clean and stable at the time of the inspection. <br />No erosional problems were noted in any of the ditches. <br />- The ditches along the haul road to the Sylvester Gulch facilities area were covered with snow. There was no <br />evidence that any water has left these ditches. <br />- The ditches along the base of the LRP were clean and stable at the time of the inspection. No problems were <br />noted in these ditches. <br /> <br />GENERAL MINE PLAN COMPLIANCE <br />: <br />- West Elk is currently mining in longwall panel E5. They were half way between cross-cut 27 and 28 at station <br />49+00. They have completed development work on the longwall panel E6 headgate and start room. Development <br />work was being done in the Sunset Mains. All six mains have been completed half way between cross-cuts 5 and <br />6. All mining is progressing as permitted and shown on Map 51 - E-Seam Projected Operations. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES <br /> Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />- The RPEE was inaccessible at the time of the inspection. The RPEE was viewed from across Colorado Highway <br />133. The buttress and pile appeared to be stable and no problems were noted. <br />- There was a large pile of refuse material on the RPE from the recently completed F-Seam rehabilitation work. <br />This material will be moved to the RPEE once weather conditions permit. West Elk is permitted to temporarily <br />stockpile refuse material on the RPE. The rest of the pile was well graded and compacted and there was no water <br />pooling on the pile. The reclaimed outslopes of the pile were covered with snow but appeared to remain stable. <br />No erosional problems were noted on the outslopes at the time of the inspection. <br />- The LRP was covered with snow at the time of the inspection. The pile appeared to remain stable and no <br />erosional problems were noted. <br /> <br />ROADS <br /> Rule 4.03: Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />- The haul road to the Sylvester Gulch facilities area was stable and well maintained at the time of the inspection. <br />There was no rutting on the road and no erosional problems were noted. <br />- The main mine entrance road is a paved road. this road was stable and well maintained. <br />- The road to the portal area and material storage bench was well maintained and stable at the time of the <br />inspection. No erosional problems were noted. <br /> <br />SLIDES and DAMAGE <br /> - Rule 4.12: <br />- The HR-1 slide area was covered with snow at the time of the inspection. The area appeared to remain stable <br />and no erosional problems were noted. <br />- The ST-02 slide area was stable at the time of the inspection.
