Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a complete inspection of the Roadside Portals Mine conducted on February 17, 2015 by Brock Bowles of <br />the Colorado Division of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) <br />was present for the inspection. The weather conditions were sunny and cool. The temperature was approximately <br />50 F and the ground conditions were dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked after the mine inspection on February 18, 2015 at the J.E. Stover <br />and Associates office. All the required records were on file and available for review and no problems were noted. <br />See the availability of records checklist at the end of this inspection report. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The south portal area was dry. There was no evidence of surface water flow and the ditch below the portal <br />was dry. <br />The ditch at the bottom of the south portal disposal area was free and clear of debris and obstructions (photo 1). <br />The pond on the Carey property was dry and no water was flowing in the ditch leading to the pond. The ditch that <br />runs north along the Carey and Fontanari property line was dry. <br />The east diversion ditch 92 on the North Decline was recently cleaned (photo 2). TR -65 was submitted by SCC to <br />address a culvert that was found during the ditch cleaning (photo 3).
