6.4.4 EXHIBIT D — Mining Plan <br />In addition to the mining plan map presented as Exhibit C -1, the following planned <br />mining activities are proposed for the Neal Pit: <br />(a) Clearing and Grubbing Phase — Prior to the mining of a new area of the quarry, <br />the Operator (Montrose County) will clear existing vegetation from that area. <br />(b) Earthmoving (topsoil stockpile) — After clearing and grubbing active mining area, <br />the Operator will remove all available topsoil and stockpile in the area adjacent <br />to the active mining area. That soils will be used as soon as practical to reclaim <br />mined out areas of the existing portion of the Neal Pit (eastern side of the <br />property) The stockpile will be surrounded by silt fence to prevent sediment from <br />leaving the mining site as detailed in the Best Management Practices (BMP) in <br />Exhibit E — Reclamation Plan. Those BMP's will remain in place until the <br />stockpiles stabilize. The Operator plans on using a bulldozer to pile the topsoil <br />and a front -end loader and truck to load and transport the topsoil to the <br />designated stockpile location. <br />Mining — Initially, the Operator will use a track hoe to excavate and a front -end <br />loader to place gravel into 10 -wheel trucks for transportation to the <br />crusher /screener location shown on the Mining Plan map. Gravel will be <br />processed and stockpiled for use as needed. Additional or alternate equipment <br />including, but not limited to, backhoes, mini - excavators, and bull dozers may be <br />used at the Operator's discretion. <br />(c) No water diversions or impoundments are planned for the site, however all <br />existing drainages will be protected from offsite sediment migration by the BMP's <br />presented in Exhibit E — Reclamation Plan. Groundwater is anticipated in the <br />amended area as encountered in the current mining operations. Stormwater <br />generally sheet flows into the center of the pit where it evaporates. No water is <br />used in the processing of sand and gravel at the pit. <br />(d) The Operator anticipates, and the Mining Plan presents, active mining <br />throughout the project site as one phase to last the life of the mine. The <br />proposed phase is presented on the Mining Plan (Exhibit C -1). Approximately one <br />to five acres will be disturbed the first year of mining to establish the pit outline, <br />and set up stockpiles for topsoil and backfill. Montrose County plans on <br />beginning the mining of sand and gravel along the ridge to the west of the <br />current affected area and progressing generally south to southeast in Phases 1 <br />through 3 as detailed on the mining plan. Sand and gravel will removed in <br />discrete layers of approximately 8 to 10 feet and mined at that level until <br />proceeding lower in the pit profile. <br />(e) The Operator (Montrose County) estimates that up to 100,000 tons of sand and <br />gravel will be mined each year for thirty (30) years.
