February 19, 2015 C- 1981- 008/New Horizon Mine BFB <br />There are a significant amount of willows in ditch C17, west of Pond 007 (photo 5). These willows need to be <br />removed. <br />WFC installed three culverts under the BB Road in the area of Pond 011 to meet the requirements of Montrose <br />County Road and Bridge. The flume at the Pond 11 discharge has been removed and replaced with a culvert. A <br />culvert has been placed between Pond 11 and the BB Detour Road (photo 6). Both of these culverts drain to <br />Enstrom Draw. A third culvert was installed just east of Pond 11. This culvert conveys water from the roadside <br />ditch between the BB Road and the Morgan property to the north side of the BB Road which reports to Pond 013 <br />(photo 7). The water from the Morgan property is directed to Pond 11 using straw waddles. TR -67 was submitted <br />by WFC to incorporate the Montrose County Road and Bridge BB Road design. The Division is currently <br />reviewing TR -67 to ensure the culverts meet or exceed the Colorado Coal Mining Regulations. <br />Pond 11 contained water but was not discharging. Water was not being pumped into Pond 11. The ditch on the <br />north side of the Pond 11 berm acting as the emergency spillway needs to have the soil from the construction <br />removed (photo 8). The 3 emergency spillway culverts were free and clear of obstructions. The vegetation on the <br />Pond 11 berm has been mowed (photo 9). <br />Pond 012 contained water but was not discharging. The rock inlets repaired last fall were in good condition (photo <br />10). <br />The pipe from the trench drain to the Pond 013 discharge was being buried/backfilled. Water from the trench <br />drain was flowing into the Pond 13 discharge. A piece of rubber was placed over the end of the pipe to direct <br />water into the discharge (photo 11). <br />GENERAL MINE PLAN COMPLIANCE: <br />Cattle were grazing the area around Pond 007. <br />SIGNS AND MARKERS — Rule 4.02: <br />The permit boundary signs were in place along the northern boundary from Pond 13 to the northeast <br />corner and then south to the BB Road. The mine entrance sign at the Calamity Draw and Lincoln Road entrance is <br />in place with the required information. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The level of the topsoil on the west side of the Morgan property near the intersection of the BB Road and <br />the BB Detour Road is higher than the road and the surrounding landscape (photo 12). According to Mr. Ferris, <br />this was at the request of the Morgan's. TR -65 is currently being reviewed by DRMS to remove the BB Detour <br />Road and use the extra Morgan topsoil to reclaim the BB Detour Road. <br />Heavy construction equipment was backed up against a topsoil stock pile using it as parking berm which was <br />causing compaction (photo 13). This was immediately rectified.
