PERMIT #: M- 1997 -058
INSPECTOR'S INITIALS: ECS
INSPECTION DATE: February 24, 2015
OBSERVATIONS
This was a surety reduction (SR) inspection conducted by DRMS at the Bestway Concrete Baseline Resource
site. This site is located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately northwest of
Brighton in Weld County. There are 209.6 acres currently permitted at this 112c site. The inspection was
conducted by Eric Scott of DRMS. The DRMS representative met with permittee representative Mark Johnson
of Bestway Concrete at the site office at approximately 0900.
Mining is still active in the south and east area of the permit and reclamation is well underway on the rest of
the permit area. The slurry walls around the reservoir portions of the permit have been completed and
approved by the SEO's office. The western reservoir embankment has been graded, prepped and seeded,
however, due to difficult growing conditions last season the vegetation did not establish. Reseeding will likely
be needed. There is significant earthwork /grading remaining to be completed on the eastern reservoir as
mining is completed in this area prior to re- vegetation. There is also a small area of exposed groundwater
(settling pond) near the center of the site that will need to be backfilled to at least two feet above static water
level. The existing bond posted for this site, $711,750 will likely be adequate to complete reclamation if
required.
On January 20, 2015 a SR revision (SR04) was requested by the permittee based on the previous approval of
the slurry wall by the SEO, and the limited nature of the remaining reclamation required at the site. DRMS
believes that due to the remaining earthwork required to clean out the east reservoir, re -slope the east
reservoir embankment, backfill the settling pond, replace the topsoil and re- vegetate the site, that the surety
reduction as proposed is not approvable at this time. The bond proposed in SR04 as provided ($32,060) would
be insufficient to reclaim the existing disturbance at the site.
The permittee should provide a revised reclamation estimate that includes estimated costs for at least the
above items, as well as any additional disturbance planned within the next 12 months and the standard
indirect costs to DRMS by Friday, March 13 if the SR process is to continue. The permittee may also withdraw
the SR02 request for this site and leave the current bond in place.
Inspection Contact Address
Mark Johnson
Bestway Concrete Company
301 Centennial Dr.
Milliken, CO 80543
