PERMIT #: M- 2006 -003 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: February 24, 2015 <br />OBSERVATIONS <br />This was a surety reduction (SR) inspection conducted by DRMS at the Bestway Concrete Parker Dersham <br />Resource site. This site is located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately <br />northwest of Brighton in Weld County. There are 52.3 acres currently permitted in two separate areas at this <br />112c site. The inspection was conducted by Eric Scott of DRMS. The DRMS representative met with permittee <br />representative Mark Johnson of Bestway Concrete at the site office at approximately 0900. <br />Mining has been almost completed at this site, and reclamation is well underway. The slurry wall around the <br />reservoir portion of the permit has been completed and approved by the SEO's office. The embankment has <br />been graded, prepped and seeded, however, due to difficult growing conditions last season the vegetation did <br />not establish. Reseeding will likely be needed. There is some earthwork /grading remaining to be completed <br />on the north and south portions of the site before those areas can be re- vegetated. There is also an area of <br />exposed groundwater near the north end of the site that will need to be backfilled to at least two feet above <br />static water level. The existing bond posted for this site, $974,000, will be adequate to complete reclamation <br />if required. <br />On January 20, 2015 a SR revision (SR01) was requested by the permittee based on the previous approval of <br />the slurry wall by the SEO, and the limited nature of the remaining reclamation required at the site. DRMS <br />believes that due to the remaining earthwork required to backfill the north settling ponds, clean and grade the <br />south area where material is still stockpiled, and replace the topsoil and re- vegetate the site, that the surety , <br />reduction as proposed is not approvable at this time. The bond proposed in the SR provided ($134,000) would <br />be insufficient to reclaim the existing disturbance at the site. <br />The permittee should provide a revised reclamation estimate that includes estimated costs for at least the <br />above items, as well as any additional disturbance planned within the next 12 months and the standard <br />indirect costs to DRMS by Friday, March 13 if the SR process is to continue.
