PERMIT #: M- 2010 -009 <br />INSPECTOR'S INITIALS: ERR <br />INSPECTION DATE: September 16, 2014 <br />OBSERVATIONS <br />The Division of Reclamation, Mining and Safety (Division) conducted an inspection of the Colorado Land Board Pit <br />(Permit File No. M- 2010 -009), a Construction Material Regular 112c Operation Reclamation Permit with 40 permitted <br />acres and an approved post - mining land use of Rangeland.. The mine is located approximately 17.5 miles northeast of <br />Otis, Colorado. Elliott Russell, with the Division, inspected the site while Robert Frick and Rusty Reese, both with the <br />Washington County, accompanied it. This inspection was carried out as a part of the Division's normal monitoring <br />program. <br />At 10:30, the Division, Mr. Frick, and Mr. Reese inspected the mine site. The site is located southeast of the intersection <br />of CR ZZ and CR55. The active area of the site is located a half of a mile east of CR ZZ, on CR 55. At the time of the <br />inspection it was hot, the weather was clear, and the ground was dry. The mine site identification sign was observed at the <br />entrance to the site and was in compliance with Rule 3.1.12(1). The permit boundary was delineated by fence lines. There <br />was no equipment on site at the time of the inspection. <br />The site is located along the ephemeral channel known as Rock Creek; at the time of the inspection this creek was not <br />flowing, but the site did contain some standing water from recent rain events. The active portion of the permit consists of <br />a small mining area, approximately 10 feet deep and 2 acres in size, on the inside of a tight meander of the creek channel. <br />Topsoil from this mining area had been stripped and piled between the creek and the pit. This "horseshoe" topsoil pile was <br />approximately 5 -8 feet high and appeared to have been placed with scrappers. The active mining face of the pit was <br />located along its western slope. This face was approximately 75 feet from the western portion of the topsoil pile. The area <br />between the mining face and the topsoil pile had the topsoil already stripped. The site also had two small product <br />stockpiles just north of the mining area.
