March 3, 2015
Chris Gilbreath
Tri -State Generation and Transmission Association, Inc.
P.O. Box 33695
Denver, CO 80233 -0695
Re: Colowyo Mine (Permit No. C- 1981 -019), Stipulation 14
Dear Mr. Gilbreath:
Tony Tennyson brought to my attention that the status of Stipulation 14 for the Colowyo Mine permit should
be revised to "Complied With." Colowyo submitted MR -126 to address the stipulation within the 45 days
stated in the narrative of the stipulation. Subsequently, Colowyo withdrew MR -126 and submitted TR -99 to
reduce the height and overall volume of the East Taylor Temporary Spoil Pile, which lowered the overall
liability. Therefore, I agree with Mr. Tennyson's assessment of Stipulation 14. I will revise the status in our
system to "Complied With" rather than "Future."
Colowyo is sufficiently bonded at this time, although prior to any construction at Collom the bond amount
would require adjustment.
If you have any questions, please contact me at 303.866.3567 (extension 8113) or Rob.Zuber@state.co.us.
Sincerely,
Robert Zuber, P.E.
Environmental Protection Specialist II
C✓M ^ f b!
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
