Allowing for <br />the development of the sodium minerals within the lease modification area in accordance with <br />the lessee's lease rights. <br />Mitigation Measures <br />Design Features <br />1. All operations would conform to Natural Soda's approved Mine and Reclamation Plans. <br />Air Quality <br />2. Natural Soda will limit unnecessary emissions from point or nonpoint pollution sources and <br />prevent air quality deterioration from necessary pollution sources in accordance with all <br />applicable state, federal and local air quality law and regulation. <br />3. If the Natural Soda processing plant requites a stationary emission source permit, it is <br />incumbent upon the applicant to apply and obtain a permit for the facility and provide BLM <br />with a copy of this permit for its project files. <br />4. Natural Soda will treat all access roads with water and/ora chemical dust suppressant during <br />construction and drilling activities so that there is not a visible dust trail behind vehicles. Any <br />technique other than the use of freshwater as a dust suppressant on BLM lands will require <br />prior written approval from BLM. <br />olts <br />5. All construction activity and use of unsurfaced roads shall cease when soils or road surfaces <br />become saturated to a depth of three inches unless there are safety concerns or activities are <br />otherwise approved by the Authorized Officer. <br />6. All maintenance and construction of access roads should comply with the most recent <br />version of the BLM's "The Gold Book'. <br />urface and Groundwater <br />7.
