GCC is proposing to construct a <br />coal mine waste bank at the King I Mine portal bench. <br />The most recent reclamation cost estimate includes most of the tasks associated with reclamation <br />of the proposed waste bank. The waste bank will be constructed within the existing disturbed <br />area, so costs for revegetation had already been included in the reclamation cost estimate for the <br />entire site. Reclamation of the waste bank will, however, require placement of cover material over <br />the refuse material. There are also requirements, in the Trautner Geotech, LLC report, for <br />rehandling of existing refuse material but there is no estimate of the amount of material requiring <br />replacement. To accurately estimate the reclamation costs associated with the proposed waste <br />bank, the Division will need additional information. Please forward these comments to GCC: <br />1. The Trautner Geotech, LLC report, in Appendix C, indicates that the waste bank will be covered <br />with 6 -8" of cover material (rototilled into the waste) and 24" of suitable plant growth medium. <br />Please provide the origin of the clay material and the plant growth medium so that the <br />Division can estimate the costs to haul and place this material on the waste bank. <br />2. If the cover material for the waste bank will be borrowed from elsewhere on site, please <br />provide a reclamation plan for the borrow area as well as a drainage and sediment control <br />plan to be implemented during excavation and reclamation of the borrow area. <br />3.
