Development Consultants, Inc. <br />• <br />MEMORANDUM <br />May 4, 1984 <br />To: Dave Stout, Wyoming Fuel Company <br />From: Randy Schroeder <br />Date: April 24, 1984 <br />Subject: Additional soil sampling of April 20, 1984 <br />• On April 20, 1984 I took additional soil samples at the New Elk Mine to <br />supplement those we took this winter. I sampled two locations in. the Midnight <br />series in the waste disposal area and one location of the soil material below the <br />refuse in the area of the proposed channel relocation. This was done to comply with <br />MLRD comments received on the permit revision that had been submitted. 1 also <br />took one sample from the wall of an excavated pit in the bottom of the refuse <br />disposal area. This sample was taken at a depth of 60 inches. <br />As you know, our original soil analysis was based on SCS soil mapping of the <br />area because of the time of the year the study was implemented. After making this <br />site reconnaissance in the absence of snow, I now feel that the SCS data is <br />somewhat unrepresentative of what actually occurs in the refuse disposal area. Our <br />original report showed a salvage depth of 16 inches, but the 6-12 inches that you put <br />in the application is probably much loser to the actual case. Besides the slopes <br />being steeper than the SCS indicated (which we took into account in our first <br />report), there are also more areas of rock outcrop and subsequently more areas of <br />shallow soils. <br />Sincerely, <br />Randy Schroeder <br />RS/jb <br />Enclosure <br />P.O.
