February 5, 2015 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />SU Map elevations are accurate, the overall topography and slope of the bond release parcel approximate the <br />approved post mine topography. Also, is appears drainage has been re- established on these parcels. Water will <br />flow as sheet flow to the east on the east side of the bond release parcels and into the western drainage on the west <br />side of the bond release parcels as designed. Given the inaccuracy of the elevation measurements collected in the <br />field, I could not verify the actual on the ground topography as intended. The Division will conduct an additional <br />inspection and attempt to collect more accurate data. <br />In regards to items 92 through 8 listed above, I have made the following observations. Slope failures or <br />instabilities such as slumping or exposed highwalls were not observed. Little to no erosional features such as rills <br />or gullies were observed. Swales and depressions were not observed. The reclaimed parcels blend in well with <br />the surrounding topography including regraded and undisturbed land. As discussed above, it appears that CEC has <br />re- established drainage on these parcels and the western drainage was stable and functional. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Sediment Pond No. 2 and the Dugout Pond were observed. These ponds were holding a small amount of snow but <br />were otherwise dry. The side slopes of the pond were stable and vegetated and the inlets and outlet appeared clear <br />and functional. <br />GENERAL MINE PLAN COMPLIANCE: <br />The open end of B -Pit was observed. CEC had not transported fly ash to the site that day as they have temporarily <br />and briefly suspended fly ash disposal at the site. The most recently backfilled fly ash has been graded and <br />covered with a small layer of spoil. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil Stockpiles A -3, A -1 and B -1 were observed. These piles were stable and marked with identification signs. <br />The recently excavated face of piles A -1 and B -1 have been graded and were stable. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 5 of 9 <br />
