Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a complete inspection of the North Thompson Creek Mine conducted on 10 January, 2015 by Tabetha <br />Lynch and Jared Ebert of the Division of Reclamation, Mining and Safety. No operator representative was present <br />at the time of inspection. The weather conditions were sunny and about 45 degrees Farenheit. The site was partly <br />snow covered and muddy. The road to the site was muddy in areas but accessible. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were reviewed at the Garfield County Courthouse. Documentation of available records is <br />attached. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The area around portal #1 appeared stable. No slumps or erosional problems were noted. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Portal #1 and Portal 93 were discharging into the long pond (photo 1). The discharge pipe suspended <br />from the bridge from portal 91 was in good condition and appeared stable. The long pond appeared stable, <br />contained water, and was discharging to T1. Both T1 and T2 contained water and were mostly frozen over. T1 <br />was discharging to T2 and T2 was discharging to P9. The embankments of T1, T2, and P9 appeared stable and <br />were well vegetated with no erosional problems noted. Pond P9 was discharging into the ditch leading to the <br />refuse pile pond. The refuse pile pond contained a small amount of frozen water (photo 2).
