EXHIBIT E <br />RECLAMATION PLAN <br />The County Line pit lies in the bed of Vega Creek. There is no soil visible in the <br />bed until excavation of the sand and gravel deposited by times of flooding has <br />been mined, and then the soil becomes exposed. <br />Mining will take place in the stream bed. No material will be taken from the <br />banks of Vega Creek. A stockpile area for sand and gravel will exist on the East <br />bank. This will also be the material loading site. An existing ranch road will <br />serve as the haul route leading to County Road 4D. <br />Impact to the bank will be assessed at the time reclamation commences. <br />Topsoil for the reclamation of the small loading & stockpile area will come <br />from the soil exposed in the streambed. Seeding will take place with the <br />approved NRCS mixture. Weed control will be maintained until final <br />reclamation has been achieved. Grading of the slope from the streambed to the <br />bank will be at 3:1 or greater. The course of Vega Creek will not be altered by <br />mining or reclamation activities. <br />Lincoln County has several other pits where materials are mined from a <br />streambed. Past experience has demonstrated that the mined area will fill back <br />in with sand and gravel as a result of future flooding events. <br />The old screening stockpiles toward the Northeast aspect of the pit that were <br />left from CDOT mining will remain at the landowner's request. <br />
