COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
February 17, 2015
Mr. George Patterson, General Mine Manager
Energy Fuels Coal, Inc.
P.O. Box 459
Florence, CO 81226
RE: Southfield Mine, Permit C- 1981 -014. Review of 2013 ARR.
Dear Mr. Patterson:
The Colorado Division of Reclamation, Mining, and Safety (Division) has reviewed your 2013 ARR
(which we received on February 19, 2014) for accuracy and in the context of Rule 2.04.13.
Regarding the rule, the Division has no issues with the report. To our knowledge the following areas
reported in your 2013 ARR are accurate (all are reported as zero acres): acres disturbed in 2013, acres
backfilled and graded in 2013, acres topsoiled in 2013, and acres planted in 2013.
Furthermore, three 2013 reclamation maps were included showing all previous vegetated areas, and
showing maintenance locations. EFCI had previously identified a patch of knapweed near the gravel
parking area at the reclaimed portal area. This patch was treated repeatedly and appears to have been
eliminated. EFCI continues to monitor for noxious weeds. No patches of concern were identified in
2013, and no weed control efforts were implemented in 2013. The Division finds that EFCI has met the
requirement in your PAP regarding vegetation monitoring and ARRs.
One number in your report may not be accurate: the value of 106.3 acres of disturbed area at the
Southfield Mine. I have checked the acreages for disturbed parcels on Map 12, using both GIS and a
table planimeter, and it appears to me that 106.3 acres may be low. I will continue to research this issue
and appreciate any help that you can provide.
If you have any questions feel free to contact me at (303) 866 -3567, extension 8113.
Sincerely,
Robert Zuber, P.E.
Environmental Protection Specialist II
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
