RULE 2 - PERMITS <br />Sedimentation ponds will be removed, unless separately approved in the future as permanent <br />impoundments to support the post - mining land use and the associated surface disturbance area will <br />be regraded to blend with the surrounding terrain. Sedimentation pond reclamation will involve <br />removal of discharge structures, grading of pond embankments into the pond basins, and grading of <br />basin and embankment areas to blend with the surrounding terrain and reestablish effective <br />drainage. Two new ponds designated as Lower Sump and Upper Sump will be constructed. The <br />Lower Sump will be located north of the coal handling facilities area and the Upper Sump will be <br />located just north of PECOCO Pond as shown on Map 2.05.3 -M1A, Mine Facilities Map (South <br />End). These ponds will be removed following completion of operations. <br />Section 4.14.4, Thin Overburden and Section 4.14.5, Thick Overburden do not apply here. <br />Reclaimed slopes will be monitored for the formation of rills and gullies. Rills and gullies will be <br />filled, graded and stabilized per the requirements of Section 4.14.6, Regrading or Stabilizing Rills <br />and Gullies, in the fall of the year to allow seeding of the areas. <br />2.05.4(2)(d) Soil Replacement Plan <br />Approximately 140,000 cubic yards of topsoil will be salvaged during construction of the PSCM <br />portal facilities and associated roads. This topsoil will be stockpiled on site as shown on Map <br />2.05.3 -M1A, Mine Facilities Map (South End), and in accordance with Section 4.06.3, Storage. A <br />berm will be placed across the front of the ramp on the topsoil pile to prevent access onto the pile <br />until the soil is needed for reclamation. Topsoil stockpiles will be seeded with the seed mix listed in <br />Table 2.05.4 -T1 to stabilize the piles until needed for reclamation. This seed mix will also be used <br />for temporary reclamation. Following final reclamation grading, approximately 12 inches of soil <br />will be placed on the disturbed area per the requirements described in Section 4.06.4, <br />Redistribution. Replaced soil will be sampled per Section 2.05.4(2)(e)(vii) Reclamation — Soil <br />Testing Plan. Soil stabilization will be achieved by contour tillage, seeding and establishing a quick <br />vegetative cover on the reclaimed area. <br />2.05.42(e)(i -0 Revegetation Plan <br />Seeding and planting of the disturbed area will be initiated during the first favorable planting season <br />after final seedbed preparation (Section 4.15.3, Seeding and Planting).
