RULE 2 - PERMITS <br />2.05.5 Postmining Land Use <br />• PSCM proposes to return surface areas disturbed by mining and related activities to a postmining <br />land use of livestock grazing, wildlife habitat, and recreational use per Section 4.16.2. The <br />proposed postmining land use is consistent with both the premining condition and land use as <br />described in Section 2.04.3, Site Description and Land Use Information, and Routt County land use <br />designations (both designated Agriculture/Forestry use and Mine use exist within the PSCM permit <br />area). Restoration of disturbed lands will be accomplished through application of the reclamation <br />methods, techniques, and activities identified and described in Section 2.05.4, Reclamation Plan, <br />and illustrated on Map 2.05.4 -M1, Postmining Topography, Map 2.04.3 -M1, Land Use, Map <br />2.04.13 -M2, Grazing Map and in Exhibits 2.05.4 -E1 and 2.05.13 -E3. Areas that are either <br />reclaimed, currently disturbed or will be disturbed in the future that will be reclaimed and returned <br />to the proposed postmining land use are owned and controlled by PSCM, the State of Colorado, and <br />Sage Creek Holding Co, LLC as indicated by Map 2.03.4 -M1, Surface Ownership. Consistent <br />with and in support of the proposed postmining land use, the following developed features will be <br />retained or established during site reclamation: <br />• All portions of the PSCM facilities area will be reclaimed with the objective of maintaining <br />access to private and state lands. If future land owners request that certain facilities be <br />retained, these will be identified and regulatory approval procedures will be pursued. <br />• Affected segments of roadways and any associated culverts will be retained for landowner <br />access. <br />• • PSCM will work with the responsible land management agencies and land owners to <br />develop and execute any necessary easement agreements required for long -term access and <br />maintenance. <br />The potential for reclaimed lands to support alternative uses is limited by distance from established <br />population centers, the rugged terrain of the area, and a semi -arid climate that limits potential <br />agricultural utility. The only potential alternative uses that would be compatible with these <br />limitations and existing site reclamation plans would be dispersed rural, vacation, home <br />development, or light industrial. Given prevailing land development patterns in the area, this <br />alternative land use is a possibility but is not being proposed at this time. <br />PSCM Permit App. 2.05 -62 Revision 12/17/09 <br />
