Because <br />the portal area «ill be completely backfilled. no drainage from the underground workings \\ill <br />discharge from the portals to the nearby Little Grassy Creek drainage. Based on PSCM*s <br />experience of not having any acid or toxic dralna`(,e from Current or historic iiilning operations. clone <br />is expected to be encountered follo« in,, completion of underground mining at the proposed PSCi\I. <br />Abandonment procedures for portal areas are also described in the response to Section 2.05.4. <br />Reclamation Plan. <br />Exploration drillholes, boreholes, and wells will be pluooed and scaled by grouting the portion of <br />the hole extending into and up to 20 feet above either mine workinos or a water- bearing zone, <br />backfilling the remainder of the hole to within 10 leet of the ground surface xvith overburden <br />materials or drill Cuttinus. and cementing the remaining 10 feet to surface. Any casing extending <br />above the ground surface will be cut off one foot below the surface. Following plugging and <br />sealing of any drillholes or boreholes. PSCM will file an abandonment report within 60 days <br />identifying the mapped hole location, hole depth, collar elevation. intervals where water was <br />encountered, hole diain. type and amount of sealant Used, sealing method. and the name and license <br />(lumber of the driller and 11`� involved In sealing the hole(s). <br />Table 2.05.4 -T6 presents the standard seed mixture used for drill -site reclamation unless another <br />mixture is specified by the CDRMS or landowner <br />2.05.4(2)(h) Compliance v ith Clean Air Act, Clean Water Act, and Other Applicable Air, <br />Water, and Health and Safety Standards and Regulations <br />The PSCM operation and reclamation plans have been designed to effect full compliance with all <br />applicable air quality, water quality, environmental protection, and health and safety standards. <br />Proposed compliance control and monitoring practices are identified and discussed in Section <br />2.05.3, Operation Plan — Permit Area, and Section 2.05.4, Reclamation Plan. In addition, PSCM <br />will obtain and comply with required air quality permits administered by the Colorado Department <br />of Public Health and Environment — Air Pollution Control Division per Rule 4.17, water quality <br />permits administered by the Colorado Department of Public Health and Environment — Water <br />Quality Control Division, mine health and safety approvals under the Federal Mine Safety and <br />Health Administration, and a number of other Federal, State, and local permits and approvals for its <br />other mining operations. <br />A full listing of additional permits needed is provided in Section 2.03.10, Identification of Other <br />Licenses and Permits. PSCM will maintain an effective record of permit compliance during their <br />management and operation of the PSCM mining operations. To date, there have been no major <br />violations of any mine environmental or health and safety standards at PSCM's other Colorado <br />mining operations and there have been five minor violations within the past three years as <br />documented in Section 2.03.5, Compliance Information. <br />Midterm Review 2.05 -59 Revision 04/2013 <br />
