HISTORY OF RODMAN WELL PUMPING <br />The Rodman acquired their property at 3613 F Street in 1975. At that time, the existing <br />well on the property was the south well, which had just been re- permitted and re- drilled. See <br />1975 documentation for permit number 3597 -F. The pumping rate and historical use of this well <br />was 50 gpm for domestic uses, irrigation of five acres, and stock watering. The re- drilled 1975 <br />well replaced the original well, which had been permitted in 1962 and historically used at a 50 <br />gpm pumping rate for domestic uses, irrigation of five acres, and stock watering. See 1962 <br />documentation for permit number 3597. See also 2nd paragraph under Well History section on <br />page 2 of 7 of the CDRMS Inspection Report with signature date of August 1, 2013. <br />In 1993, the south well was re- permitted and re- drilled in a slightly different location. <br />The permitted pumping rate was 50 gpm, but the pump test and historical use of this well was at <br />35 gpm for domestic uses, irrigation of five acres, and stock watering. See 1993 documentation <br />for permit number 3597 -F -R. See also paragraph 12 of the June 11, 2001 Findings of the State <br />Engineer regarding Permit Number 055880 -F, and third paragraph under Well History section on <br />page 2 of 7 of the CDRMS Inspection Report with signature date of August 1, 2013. <br />In 2000, Aggregate Industries drilled the north well to help with problems that were <br />occurring in the south well. A permit issued in August of 2000 allowed a 50 gpm pumping rate <br />for domestic, stock watering, and irrigation of five acres, subject to an annual limit of 15 acre - <br />feet. This permit stated that the north well was in replacement of the south well, and the permit <br />required the south well to be abandoned. See 2000 documentation for permit number 3597 -F -R. <br />After issuance of the August 2000 permit, a request for a new permit was made. See <br />November 15, 2000 letter from Robert Jackson, R &R Well & Pump, to the State Engineer's <br />Office. The reason for the request appears to be that both the south and the north well were <br />needed, whereas the August 2000 permit included a requirement to abandon the south well. <br />The August 2000 permit was modified in June of 2001 under the new permit number <br />055880 -F. The pump test showed a pumping rate of 25 gpm. See paragraph 14 of the June 11, <br />2001 Findings of the State Engineer regarding Permit Number 055880 -F. See also May 27, 2009 <br />letter from Aggregate Industries, and fourth paragraph under Well History section on page 2 of 7 <br />of the CDRMS Inspection Report with signature date of August 1, 2013. The modified permit <br />allowed a pumping rate of 15 gpm at this well, with a combined pumping rate of 49 gpm <br />between the north well and the south well. The uses were still domestic, stock watering, and <br />irrigation of five acres, subject to an annual limit of 15 acre -feet in conjunction with the south <br />well. See permit number 05580 -F. <br />At Bill Rodman's request, in recognition of the established pumping rate of 35 gpm prior <br />to Aggregate's mining, Aggregate pumped water from its adjacent ponds to the Rodman property <br />to supplement the north well. See May 27, 2009 letter from Aggregate Industries. <br />In 2002, Aggregate had agreed to provide a new pump after its mining was over. The <br />purpose of the new pump would be to facilitate restoration of the north well to its pre- mining <br />pumping rate of 35 gpm.
