The following discussion of observations and findings focuses on the results of backfilling and <br />grading work and drainage reestablishment, relating this work to reclamation plan requirements. <br />During the bond release inspection, participants walked through the entire Munger Canyon <br />Mine site to allow for visual assessment of compliance with pertinent requirements as <br />described above in Section II of this document. All areas for bond release in the SL -2 <br />application have already been granted Phase I release outside of 1.3 acres of haul road <br />narrowing which was not granted with SL -1 in 2008. Topographic maps depicting <br />approximate existing and final reclamation contours presented on Figures 2.2 -7A, 22 -7C, and <br />3.1 -2 through 3.1 -9 of the PAP were reviewed by the Division during the technical evaluation <br />of the bond release application. The haul road narrowing reclamation is shown in Photograph <br />No. 1. <br />Backfilling & Grading <br />During the bond release inspection, the 1.3 acres of haul road narrowing located at the <br />Munger Canyon Mine site was assessed for compliance with pertinent reclamation <br />requirements, including backfilling and grading, site stability, blending of regraded land to <br />undisturbed areas, and drainage control. The reclaimed area of haul road was stable with <br />vegetation cover and pitting as part of the reclamation practice. Visual inspection of the area <br />found that the area blends well with the surrounding undisturbed areas and has met <br />approximate original contour. Two topsoil replacement holes were dug by hand with a <br />"sharpshooter" shovel at the reclaimed haul road narrowing. Both holes were dug to greater <br />than 6 inches in depth as shown in Photograph No. 2. Location of each topsoil verification <br />hole is shown on Figure 1. <br />Drainage Establishment <br />There are no permanent drainages that were reestablished in the area of the 1.3 acres of <br />reclaimed haul road. However, the haul road reclamation was stable with adequate surface <br />water runoff control. The 1.3 acres is encompassed by a small berm which initially controlled <br />and directed all runoff to the west during the early stages of reclamation. A low spot along the <br />western end of the berm allows runoff to drain away from the site to a silt fence for sediment <br />control. Due to substantial vegetation cover and pitting as noted in the Backfilling & Grading <br />section above, additional erosion control was no longer needed and no silt fence remains in <br />the area. No evidence of erosional features was encountered during the inspection. The area <br />blends well with the surrounding environment and natural drainage in the area are unaffected. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site <br />inspections, the Division finds that CAM Mining, LLC has completed backfilling, grading and <br />drainage reestablishment at the Munger Canyon Mine in accordance with the approved <br />reclamation plan. <br />PHASE II <br />
