Southfield Vegetation Standards <br />TR-45 January, 2015 <br />diversity standard is inconsistent with these declared objectives. <br />PROPOSED PERMIT CHANGES <br />The Permit statement found in the last sentence of the second complete paragraph of Permit page <br />2.05.4 -27 which reads: <br />"The two dominant warm- season grass species shall collectively comprise at least 50 <br />percent of total plant cover composition." <br />Will be deleted and replaced with the following statement: <br />The final warm season grass revegetation success standard for all of the reclaimed areas <br />at both the Southfield Mine and Southfield Loadout will consist of the number of warm - <br />season grasses having relative percent composition values greater than 3 percent as <br />identified in the 2013 and 2014 Phase III revegetation monitoring reports for the four <br />currently approved reference areas. The final warm season species diversity revegetation <br />success criteria will be based on a weighted average factor, based upon the acreages of <br />the four currently approved reference areas in calculating the final warm- season species <br />diversity revegetation success standard. <br />The acreages and associated weighting factors for the four reference areas are as <br />followings: for the Refuse Pile Reference Area corresponding to an area of 2.80 acres, the <br />New Portal Reference Area of 1.688 acres, for the Old Portal Reference Area of 0.29 <br />acres and for the Loadout Reference Area of 1.02 acres. Thus, the contribution of each <br />reference area will be calculated on the basis of the overall reference areas size of 5.798 <br />acres. Therefore, the weighting factors for the Refuse Pile Reference Area will be <br />0.4829; for the New Portal Reference Area 0.2911; for the Old Portal Reference Area <br />0.0500; and for the Loadout Reference Area 0.1759. <br />2013 MONITORING DATA: <br />According to the 2013 monitoring data, the Refuse Pile Reference Area; the New Portal <br />Reference Area; the Old Portal Reference Area and the Loadout Reclamation Area, were <br />found to possess a total of 2, 2, 1, and 3 species respectively, of warm- season grasses <br />contributing greater than 3 percent relative cover. Calculation of the warm- season grass <br />species diversity index will be made by multiplying the number of the warm season <br />grasses contributing greater than three percent relative cover times the weighting factor <br />described in the previous paragraph, which will yield the following values: Refuse Pile <br />Reference Area (2 X 0.4829 = 0.9658), for the New Portal Reference Area (2 X 0.2911 = <br />0.5822); for the Old Portal Reference Area (1 X 0.0500 = 0.0500) and for the Loadout <br />Reference Area (3 X 0.1759 = 0.5277). Thus, the calculated warm season species <br />diversity index standard based upon the sampling of the four reference areas in 2013 will <br />be 90 percent of 2.13 or 1.93. <br />According to the GPS'ed areas of these reclaimed sites completed in 2013, the respective <br />0 <br />
