This SWSP is requested to cover depletions caused by the
Nelson Mining Resource Gravel Pit sand and gravel mining operation, owned and operated by Asphalt
Specialties Company, Inc. ( "Applicant "). The required fee of $257.00 for the renewal of this substitute
supply plan has been submitted (receipt no. 3665979).
Plan Operation
This plan seeks to replace depletions resulting from mining at the Nelson Mining Resource
Gravel Pit ( "Nelson Pit "). Mining at the site initially began in July 2006; however, due to the lack of
demand for sand and gravel, the mining operation temporarily ceased and the dewatering pumps
were shut down in June 2009. The mine area was subsequently allowed to fill with ground water.
This site has been put into Temporary Cessation with the Division of Reclamation, Mining, and Safety
effective from August 16, 2011 through June 1, 2014. In June 2014 the pumps were turned on and
the site was partially dewatered leaving approximately 7.25 acres of exposed ground water. The
mining operation resumed production in July 2014 and about 74,527 tons were mined from July
through October 2014. During this SWSP period, depletions will consist of evaporation losses from the
exposed ground water, water lost with the mined product, and water used for dust control.
Depletions
Evaporative losses were calculated based on an exposed surface area of 7.25 acres. Net
evaporative depletions were calculated using a gross annual evaporation of 39 inches from the
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO S0203 • Phone: 303 -866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
