INTEROFFICE MEMORANDUM <br />TO: <br />ROB ZUBER <br />FROM: <br />JANET BINNS <br />SUBJECT: <br />SOUTHFIELD RECLAMATION COST ESTIMATE <br />DATE: <br />1/14/2015 <br />CC: <br />NUKE BOULAY <br />I have investigated the status of the Southfield Permit Renewal No. 6 (RN6) Reclamation <br />Cost Estimate (RCE) in response to your e -mail asking about the status of the RCE on <br />1/12/2015. <br />I sent you a copy of RN6 RCE via e -mail on 9/4/2014. At that time the decision was <br />made to wait to scan the RCE until the final adequacy responses were received from the <br />operator and the Division was ready to make a proposed decision on the renewal. On <br />9/18/2014, the Division received responses from the operator to the Division's third <br />adequacy letter. None of the responses in the operator's September 18, 2014 letter <br />changed any of the values in the 9/4/2014 RCE. <br />Also in September 2014, the Division requested additional information from the operator <br />regarding the status of drill holes within the Southfield Permit area in response to a query <br />from a landowner, Dr. Corley. On 9/23/2014, the operator provided addition detail <br />regarding 11 drill holes. Of the 11 drill holes, 4 holes, Rex 1, Rex 2, Rex 3, and Rex 4, <br />appear to predate Dorchester Coal and Energy Fuels Coal Company. As such, it does not <br />appear that Energy Fuels Coal Company has liability for sealing of these 4 holes. <br />Five holes: SR -25, SR -28, SR -38, SR -41, and SR -45, were drilled by Dorchester Coal <br />Co. and are reported as having been sealed. Two holes, SR -28 and SR -38, were located <br />under the RDA, while SR -25 was located under the backfilled portal facility area west of <br />the reclaimed mine office. It would appear that no reclamation liability remain for these <br />holes. <br />The remaining two drill holes in the query, SF -87 -06 and SF- 88 -10, are reported as <br />having been sealed. SF -87 -06 is currently included in the RN6 RCE and will remain in <br />the RCE until requested for bond release using the bond release process. SF -88 -10 was <br />sealed and an appropriate abandonment report was submitted to the Division, dated <br />9/22/1989. SF -88 -10 has been included in the RN6 RCE and will remain in the RCE <br />until requested for bond release using the bond release process. <br />A landowner, Dr. Corley, has requested to retain drill holes SF -87 -09 and MW -65. The <br />Division is receipt of two letters from Dr. Corley with this request. Until these two drill <br />
