January 28, 2015C-1981-035/King Coal MineMLT <br />and outslopes were well vegetated and appeared to be stable. The top surface of the dam was <br />somewhat spongy due to the recent snowmelt. <br />At King I, the East Pond held a small amount of water, and the surface was frozen. The <br />emergency spillway was in need of minor maintenance –one of the cinder blocks had <br />toppled into the spillway and needs to be returned to its place. The West Pond was covered <br />with snow and ice. <br />West and East clear water diversion ditches at King II were inspected and found to be in <br />good condition. Inlet and outlet ends of the West ditch’s flexible culvert pipe, behind the <br />shop building, were clear, as were the outletends of the twin culverts that discharge the clear <br />water immediately downstream of the sediment pond. <br />The silt fence installed downslope of the crushed limestone storage area at King II appeared <br />to be in need of maintenance. Please ensure that the fence is continuous across the extent and <br />installed as required, and that no sediment has the potential to leavethe area. <br />North of the water tank bench at King II, the berm which separates the disturbed area from <br />the West Clearwater Ditch was in need of maintenance. <br />TOPSOIL –Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />Topsoil salvaged from King II is stored in two piles. Soil from the main facilities area is <br />stored in an area north of Stack Tube #2. The pile is well vegetated, and protected by a berm. <br />A second, smaller stockpile holds soil salvaged from construction of the sediment pond. This <br />pile, located between the pond and the haul road, is also vegetated and protected. <br />PROCESSING WASTE/COAL MINE WASTE PILES –Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Several loads of coal mine waste have been dumped forseasonalstorageon the tipple pad at <br />King I. <br />The top of the refuse pile was covered with a few inches of snow. Due to equipment <br />breakdown, no placement of refuse has been done on this pile since the previous (Dec. 11, <br />2014) inspection. <br />The rock-lined reach of the upstream diversion ditch was walked during the inspection. A <br />few deadfall tree limbs that had migrated down the cut slope were removed from the channel. <br />FISH and WILDLIFE –Rule 4.18: <br />Deer tracks were plentiful at King I and around the King II topsoil stockpile. One set of elk <br />tracks was also seen. <br />AVAILABILITY OF RECORDS –Rule 5.02.4(1): <br />The mine’s permit and records were available for review in Tom Bird’s office at the King II <br />facilities.
