As you know, the operator worked diligently in the fall of 2014 to ensure that all slopes met the requirements of the permit. 2) Address the topsoil inventory for the current site. 3) Clarify the requirements of the water rights issues and exposures of groundwater. The SWSP is approved. A large amount of beetle kill trees have been brought to the property and still must be mulched and disposed of. The operator already has brought in a powerful mulch machine to do the work but some rocks mixed with the tress have caused the mulcher to frequently break down and a solution must be found for this situation. The revised permit pages are enclosed. Since the large highwall south of the old infiltration pond has been backfilled and since so many slopes have been restored to the 45 degree angle, this has offset the fact that the disturbed area is increased, therefore, we do not believe that a bond adjustment is warranted.
