2.05.6(6)
The Operator performed on- the - ground visual monitoring for subsidence
damage (including fracturing) in Sheep Corral gulch in the area where
multiple seam mining will occur. This monitoring was initially performed
within 3 months after the gate road entries are developed, and on a quarterly
basis thereafter during mining of the respective panels, and for six months
post mining (monitoring to be done as weather permits). Mining occurred in
the B -8 and B -9 panels from July 2009 through March 2010. Fractures were
surveyed during November 2009 and the results sent to the Forest Service
and the DRMS in March 2010. Fractures in this area were surveyed again in
July 2010 and the results sent to the Forest Service and the DRMS in August
2010.
The Operator has installed 15 subsidence monuments along the Pitkin Mesa
Pipeline to monitor subsidence. Since mine activity is moving to the north an
additional 7 subsidence monuments will be installed. Because of the
monument's close proximity to Stevens Gulch Road, some of the same
monuments will serve to measure subsidence along the road if any.
Additional monuments will be installed along Stevens Gulch Road as shown
on Map 27. The monuments will be installed one year prior to mining under
the Road and the Pitkin Mesa Pipeline.
The Operator has installed subsidence monuments on the Turkey Track
Ranch structures since they a close to the edge of the projected angle of
draw.
The Operator will conduct fish, sediment and macroi nverteb rate sampling (as
performed by WWE and MEC in 2012) on a biennial schedule during mining
activities and twice following mining activities (at 5 and 10 year periods)
underneath West Fork Terror Creek prior to bond release. A report will be
distributed to the DRMS, BLM, USFS, and the USFWS documenting if
statistically significant declines are observed related to mining activities.
(BLM Decision Record (DOI- BLM- CO -S050- 2013 -0010 EA))
PR -14 2.05-171- 06/14
