TWENTYMILE COAL, LLC - FOIDEL CREEK MINE <br />PR14 -10 COMPLETENESS RESPONSE (01/19/15) <br />1) The proposed public notice states that the PR -10 application addresses the activities associated <br />with ongoing development and mining of thirteen longwall panels. Based on the information provided <br />in Map 23, the mine plan only includes six panels (5RT through I1RT). Please provide a revised <br />public notice or revised application material as identified below for review by the Division. <br />Response: Ultimately, the current mining projections for the WCR include thirteen panels, however, <br />the Division is correct in noting that the PR 14-10 submittal includes only Panels 5RT through 11RT <br />(those panels which will not be affected by pooled water or longer -term leasing considerations). The <br />PR14 -10 Transmittal, Proposed Public Notice and the relevant permit text have been revised to reflect <br />this clarification. <br />2) Revised page 2.04 -I1 identifies the Wolf Creek Reserve as Panels 7RT through 11 RT, 4RT through <br />6RT, and 12RT through 14RT, and states that TC will need to drain and transfer the water that is <br />currently pooled in the sealed and abandoned overlying workings of the Wadge Seam, and states that <br />TC is currently developing detailed mine dewatering plans which will be submitted in the future. If it <br />is the intention for TC to develop and mine Panels 4RT through 14RT, rather than 5RT through 11 RT, <br />as shown on proposed Map 23, please submit a revised Map 23 which identifies the location of the <br />pooled water along with a detailed dewatering plan for review. <br />Response: Recognizing that detailed CDRMS review of mine dewatering plans, and specific <br />approvals from MSHA, will be required for any development or mining under identified water bodies, <br />TC is currently only requesting approval for development and mining of Panels 5RT through 9RT. <br />Map 23 has been revised to show both the location of potential future mining and the limits of the <br />existing pooled water in the overlying workings. Appropriate permit text has also been modified to <br />clarify this distinction. The referenced text, which describes baseline considerations, has been <br />reviewed and revised, as appropriate, to identify the overall scope of the WCR activities and note the <br />need for development and review of dewatering plans, while specifically noting the limitations of the <br />PR14 -10 activities and approval. With this response submittal, TC is also providing the MSHA <br />approval for development activities in the 9RT Panel in areas under and proximate to the existing north <br />mine pool, to be inserted in Exhibit 53. <br />3) The PR -10 application cover page identifies a request to conduct longwall mining of Panels 9RT, <br />8RT, 7RT, and 11 RT (development initially approved under TR -83), Mining of Panels 6RT and 5RT, <br />and development of Panels 14RT, 13RT, 12RT, and 4RT. Based on the information submitted in the <br />PR -10 application, there is no map or mine plan design which includes information identifying Panels <br />14RT, 13RT, 12RT, or 4RT. <br />Response: As noted in the response to Comment 1, the Transmittal has been revised to clarify the <br />specific activities covered by PR14 -10, and as noted in the response to Comment 2, Map 23 has been <br />revised to reflect overall plans for the WCR, with appropriate notations to identify the specific <br />activities covered by PR14 -10, and potential future activities. <br />4) Revised page 2.05 -7.2 under the Operation Plan for the Wolf creek Reserve states that panels 7RT <br />through 9RT will be mined, then extended to the south to Panels 4RT through 6RT, then to the north to <br />access Panels 11 RT through 14RT, as shown on Map 23.
