2.05.6 Mitigation of the Impacts of Mining Operations <br />(b)(iv) Hydrologic Monitoring Plan <br />Rule 4.05.13 states that one or more points of compliance shall be <br />established for any coal operation which, in the judgment of the Division, <br />has the potential to negatively impact the quality of groundwater for which <br />quality standards have been established by the Water Quality Control <br />Commission. <br />Alluvial well RW -3 is available as point of compliance monitoring well. The <br />applicant initiated monitoring well RW -3 in the spring of 2010. <br />Water monitoring has been temporarily suspended since construction of <br />the loadout has been delayed. Water monitoring will be reinitiated as <br />soon as a decision is made to construct the Ioadout. This schedule will <br />provide six months of water monitoring data before any construction is <br />initiated and one year of data before the Ioadout is in operation. <br />The following monitoring plan is designed to provide data which will verify <br />the Ioadout operation will not have significant adverse impacts on the <br />surface or subsurface water which is within or adjacent to the permit area. <br />The hydrologic monitoring locations, shown on Map 8 are: <br />Alluvial wells RW -1 through RW -4 will be monitored quarterly. Field <br />parameters will be measured each quarter. A full suite sample will be <br />obtained semi - annually during the second and fourth quarters. <br />There is no hydrocarbon contamination in groundwater above the state - <br />defined maximum contaminant level within the permit boundary. <br />However, the alluvial wells will be sampled annually for BTEX, MTBE and <br />TPH since there are ongoing remedial efforts at the adjoining refinery <br />property and there are known groundwater plumes beneath the refinery to <br />the east. <br />Surface water monitoring stations US -RW, DS -RW, US -LD, DS -LD and L- <br />DS-LD will be monitored quarterly for field parameters. A full suite sample <br />will be obtained semi - annually during the second and fourth quarters. <br />TR -01 2.05 -61 08/12 <br />
