2.05.6 Mitigation of the Impacts of Mining Operations <br />evaporation and transpiration', where transpiration is the release of water <br />from plant leaves. As the temperature goes up, so does <br />evapotranspiration. Even water that is held in the top layers of soil will <br />eventually dry out without additional precipitation. The Loadout is located <br />in a semi -arid climate. A semi -arid region, by definition, is a region that <br />receives precipitation below the potential evapotranspiration limit where <br />potential evapotranspiration is the amount of water that could be <br />evaporated and transpired if there were sufficient water available. <br />Essentially, the grand valley loses more water by evapotranspiration than <br />is received from annual rainfall. <br />The sediment ponds will be lined to prevent seepage of water and <br />dissolved constituents and mobilization of contaminants in pond <br />substrates. Sediment and water removed from the ponds will be disposed <br />of at an approved disposal facility, therefore, no water from the sediment <br />ponds will leach into the groundwater. <br />COAL PILE LEACHATE ANALYSIS <br />A clean coal stockpile will be an integral part of the loadout facilities. The <br />stockpile will have a footprint of about 2.0 acres. The average <br />precipitation in the area is 9.24 inches based on the Fruita weather <br />station. As stated above, most precipitation is lost to evaporation and <br />transpiration. Assuming 5% of the rainfall leaches through the pile during <br />the year, the resultant flow would be about 0.05 gpm. The flow of leachate <br />through the pile would be about 1.0 gpm if 100% of the precipitation <br />leaches through the pile. <br />Volume I, Tab 6 presents a TCLP analysis of the clean coal. The TCLP, or <br />Toxicity Characteristic Leaching Procedure is designed to determine the <br />mobility of both organic and inorganic analytes present in liquid, solid, and <br />multiphasic wastes.
