2.05.3 <br />(4) Ponds, Impoundments and Diversions <br />(a) There will be three sediment ponds constructed for the loadout facilities. The <br />ponds are named sediment ponds 1 -3. <br />Since the railspur is considered a haul road not in the disturbed area as defined <br />in Rule 4.05.2(4), sedimentation control falls under Rule 4.03.1(4)(iv), and best <br />management practices will apply for the majority of the loadout loop. Best <br />Management practices will consist of an earthen berm with a silt fence every 200 <br />to 300 feet along the toe of the slope on the exterior portions of loop. In general, <br />inside the loop runoff will be allowed to runoff the embankment portion of the loop <br />and will be contained within the loop itself as there is no means for the water to <br />exit the loop. <br />Pond 1 is located inside the loop, south of the coal stockpile. It is capable of <br />containing the 25 -year storm event plus sediment storage. It collects drainage <br />from inside and outside the rail loop and from the coal stockpile. Water and <br />sediment removed from the pond will be disposed of at an approved disposal <br />facility. <br />Pond 2 is located outside the loop on the north side of the loop. It is capable of <br />containing the 25 -year storm event plus sediment storage. It collects drainage <br />from both the inside and outside the rail loop. Water and sediment removed from <br />the pond will be disposed of at an approved disposal facility. <br />In theory, sedimentation control for this area could have been accomplished by <br />the combination of berms and silt fences, but for this portion of the rail, which is in <br />cut, it was impossible to find a location to relieve the water. Therefore, a pond <br />was selected as a means to manage the runoff from the disturbed area. <br />Sediment pond #3 is on the inside of the loop and will contain runoff from the <br />unsuitable material storage area. It is capable of containing the 25 -year storm <br />event plus sediment storage.
