2.05.3 <br />Access Road Location <br />Access roads will to the extent practicable, be located on ridges or on the most <br />stable available slopes to minimize erosion. <br />Access Road Design and Construction <br />The access road on site is within the disturbed area. Therefore most of the <br />design and construction standards do not apply. <br />Access Road No. 1 <br />Access Road no. 1 begins on the east side of the permit boundary and extends <br />into the rail loop. The road segment about 0.2 miles long and is nearly flat. It <br />provides access to the material storage area, the facilities area and coal <br />stockpile. The road will be plated with approximately six to twelve inches of 1.5 <br />inch road base gravel. <br />Access Road Drainage <br />The drainage plan for the access road is shown on Map 13. The access road is <br />within the disturbed area. Runoff will be routed through two silt fences as shown <br />on Map -16. <br />Access Road Surfacing <br />The access road will be plated with 6 to 12 inches gravel. This will be adequate <br />for the traffic, weight and speed of the vehicles to be used. Acid or toxic forming <br />substances will not be used in haul road surfacing. <br />Access Road Maintenance <br />The access road on site will be maintained in accordance with Rule 4.03.2(6). <br />The road surfaces will be patched as necessary and potholes will be filled. <br />Gravel road surfaces will be periodically watered and maintained with a motor <br />grader. Ditches along the roadways will be periodically cleaned with a motor <br />grader and the road shoulders will be smoothed to conform to the road surface. If <br />the access road is damaged by a catastrophic event such as a flood or <br />earthquake, it will be repaired as soon as practicable after the damage has <br />occurred. Gravel will be added to the road surfaces as necessary. <br />Access Road Reclamation <br />All access roads will be reclaimed. Roads will be closed to vehicular traffic. <br />Natural drainage patterns shall be restored. Bridges and culverts shall be <br />Permit Application 2.05 -14 01/12 <br />
