They have also published an ongoing and future pre- mining baseline water <br />quality program and have announced that they have commenced the mining permitting process in <br />anticipation of being in active mining operations by the end of 2016. <br />Please see: <www.blackrangeminerals.com >, Investor Relations, ASX Announcements. <br />The proposed one -time sample collection activity as described in Patrick Siglin's cover letter for Mod 03 <br />of the NOI is not prospecting. Rather, it is a "Development" activity, as defined in the Mined Land <br />Reclamation Act, to be done following prospecting as a pilot operation for the purpose of validating the <br />viability of Underground Bore Hole Mining (UBHM), a process never before implemented as described <br />for uranium recovery. It is not appropriately considered by DRMS under a Prospecting NOI. <br />Regardless of the foregoing, TAC has a number of technical and scientific objections to the process as <br />described in the modification application. <br />Both BLR and its consultant, Kinley Exploration, have described UBHM in detail numerous times. The <br />description in Mr. Siglin's cover letter is an abbreviated description of the very same process and the <br />schematic shown in Attachment 4 identifies the infrastructure and equipment required for UBHM.
