INFORM actively participates in local, state and <br />federal permitting and reviews of mining and milling and is concerned about the impacts to <br />human health and nearby communities, ground and surface water, air quality, wildlife and <br />ecosystems, as well as potential socioeconomic and cultural impacts to residents, agriculture and <br />regional conservation -based resource economies. INFORM has the following comments <br />regarding the application submitted by Black Range Minerals to amend Notice of Intent No. P- <br />2009 -025, the Hansen Project, in Fremont County. <br />Overall, the proposed NOI amendment raises significant concerns and describes activities <br />that are beyond the scope of the limited review under the Division's rules for prospecting <br />permits. The proposed activities are clearly intended to be an initiation of Black Range Minerals' <br />publicly stated intent to conduct underground borehole mining (UBHM) at the Hansen site and <br />proceed toward impact ablation uranium processing, both untested and experimental extraction <br />technologies that require a scrupulous agency review and the advancement of a regulatory <br />framework to provide guidance for new technologies. The Division should deny this amendment <br />application and require the applicant to submit a complete designated mining operation permit <br />application for public review before authorizing any additional activities at the Hansen Project. <br />
