1/22/2015 State.co.us Executive Branch Mail - FW: Underground Bore Hole Mining and UIC Class III Well Permit
In April of 2013 1 asked him if a proposed small pilot test of UBHM (one to four holes) would require the Class III
Permit (and presumably, a declaration of aquifer exemption). He confirmed that the permit would be required for
even a single well.
Black Range Minerals has finally proposed such a pilot test for the Hansen site to DRMS.
Please go to the DRMS website and search for the Black Range Minerals NOI P2009025. The requested
Modification 03 of the NOI is on page 3 as REVISION posted Jan 7, 2015.
TAC commented on the application on Jan 12 and reminded DRMS that they had already stated that such a test
could not be done under a Prospecting NOI and further reminded them that an EPA UIC Class III Well Permit
would be required.
We have further comments and a formal objection to the Black Range application that will be filed later this
week. I will forward them to you.
For a comprehensive description of Black Range Minerals, a junior Australian mining development company,
please go to <www.blackrangeminerals.com >. There are numerous announcements in the Investor Relation
webpages including a detailed description of UBHM.
To the best of my knowledge, Black Range Minerals has not applied to EPA for the permit.
Thank you for your attention, and I look forward to your prompt response.
Lee J Alter
https:Hm ai l.googl e.com /m ai I /u/0 / ?ui = 2 &i k= 5fO9c8c280 &view = pt& search =i nbox &th= 14b12ca3ac 160302 &si m l= 14bl2ca3ac 160302 212
