Permit C- 1982 -056 <br />Fourth Quarter 2014 Coal Waste Pile Inspection Report Review <br />Dear Mr. Nettleton: <br />The Colorado Division of Reclamation, Mining, and Safety ( CDRMS) have found the above referenced <br />report to be in compliance with CDRMS Regulations: 4.09.1 (11) and 4.10.2(2), unless noted below. <br />The above referenced report was prepared by North West Colorado Consultants (NWCC) for Twentymile <br />Coal, LLC. NWCC visited the site on December 18th and 31th, 2014. Based on the report, NWCC did not <br />observe any signs of instability, structural weakness or hazardous conditions at the pile. <br />The third quarter 2014 inspection identified the following items: <br />The west side of Areas 2, 3, and 4 experianced excessive channeling during September, which <br />caused stockpiled material to wash out to the haul road. As of the December 2014 DRMS <br />inspection, the gully has been repaired. As noted in the report, the area above Areas 2, 3, and 4 <br />will require grading to aleviate the concentration of run -off. <br />Several shallow erosion channels were observed in the refuse on the east, north and west sides <br />of Areas 2, 3 and 4 which will require grading. <br />These ares were not observed due to snow and weather conditions during the fourth quarter. <br />As noeted in the Division's inspection reports, a seepage at the toe of the northeast end of the refuse pile <br />expansion area has developed. At the request of the Division, the seepage will be monitored and noted in <br />futrue inspection reports for any signs of washouts, slumps or slope instability. <br />The observations reflect observations with on -site inspections conducted by the Division of the Waste <br />Pile.
