Quarterly Inspection Report- Refuse Pile January 9, 2014 <br />Twentymile Coal Company- Foidel Creek Mine Page 2 of 3 <br />Job No,: 99 -3983 <br />we could not observe if any repairs were completed in the drainage port area previously observed in Areas <br />2,3 and 4. <br />A seepage area at the toe of the northeast end of the refuse pile expansion area, approximately 30 feet <br />northwest of the outlet of file underdrain, has recently developed. Due to snow cover our observations of <br />the seepage area were limited at this time. It appears that the discharge is clear, with no evidence of <br />sediment. No signs of washout, slumps or slope instability were observed at this time. The seepage area <br />will be monitored during future inspections and noted in our inspection reports. Photographs of the seepage <br />area taken at the tune of our inspection on December 31, 2014 are attached. <br />It also appears that materials are being stockpiled at the Southwest end of tine underdrain to extend the <br />underdrain to the south. TCC was advised by Jason Musick of the Colorado Division of Reclamation, <br />Mining and Safety that photographs of the underdrain system must be provided in the inspection reports, <br />per Rule 4.09.1(11)(c). Photographs taken of the underdrain construction completed between March 2010 <br />and December 2014 are attached. <br />Based on our observations, the surface drainage conditions, with the exceptions noted above, generally <br />appeared to be adequate across the top and sides of (lie pile. Based on our observations, we did not observe <br />any signs of instability, structural weakness or hazardous conditions at the refuse pile, with tine exceptions <br />noted above. <br />We were advised that the wash plants had produced approximately 63,168 tons of waste coal during the <br />month of October 2014: approximately 95,893 tons during November 2014: and approximately 121,568 <br />taus during December- 2014. It is our Understanding that the fines being produced at the wash plant, which <br />consists of approximately 10 to 20 percent of the total materials being produced, are being pumped <br />underground into the mine. <br />We were previously informed by Brian Walterson of Peabody that all of the original monitor wells installed <br />in the Refuse Pile were destroyed in July 2012. Two new monitor wells were constructed in Area 1 of the <br />Refitse Pile in December 2013. NWCC was advised by Mr. Watterson that the water level in the tivestern . <br />monitor well (RW##1) was measured at 61.49 feet below the existing ground surface (bgs) on October 13, at <br />61.32 feet bgs on November 12 and at 61.12 feet on December 10 of 2014. The water level in the eastern <br />monitor well (RW 92) was measured at 57.89 feet bgs on October 13, at 57.72 feet bgs on November 12 and <br />at 57.89 feet on December 10 of 2014. An additional new nnnonitor well (RW 43) was constructed at tine <br />southeast end of the 151 bench in new Expansion Area in June of 2014. No water was encountered in the <br />coal refuse materials or the underlying reclaim materials at the time the well was constructed or when <br />observed oil September 30, 2014. <br />Based on our limited observations, it appears that the pile is currently being constructed and maintained in <br />general accordance with the project specifications and plans submitted under 2.05.3(8) and that the <br />potential hazard to human life and property at tine site it its present condition is nnininal.
