Coal Loadout Reference Area. As with the refuse disposal site, the <br />coal loadout site is located entirely within the Grassland vegetation <br />type and was entirely disturbed prior to the initial vegetation <br />inventory conducted in 1980. A vegetation reference area (RA) for <br />the coal loadout had been selected that was located on the east side <br />of the Loadout site, however, in later years the RA was found to be <br />totally disturbed and no longer usable. Accordingly, Technical <br />Revision No.41 (TR -41) was submitted which relocated the RA to <br />an undisturbed area located on the north side of the East Loadout <br />site that borders the reclaimed area and lies east of and adjacent to <br />County Road 72. <br />Total basal cover within this area was 19.35 percent at the time <br />sampling was conducted and was dominated by grasses with a basal <br />grass cover of 9.01 percent, followed by forbs with a basal forb cover <br />of 5.04 percent. Sample adequacy was calculated to be] 8 samples and <br />18 samples were collected for the site. Refer to Exhibit 1 1,V egetation <br />Inventory for detailed descriptions and information regarding this <br />reference area. <br />Threatened and Endangered Species <br />In 1980, when the original vegetation inventory was conducted at the <br />site, a comprehensive vascular plant inventory was performed. A total <br />of 130 species were identified within the mine and loadout areas. <br />They included 6 tree species, 22 shrub or sub -shrub species, 73 forbs <br />and 29 graminoids. <br />None of the species identified were listed on the Federal Threatened <br />or Endangered Species list in 1980. <br />Potential Forage Production and Ranyze Condition <br />During 1979 and 1980, the Soil Conservation Service in Canon City, <br />Colorado conducted preliminary vegetation surveys within the <br />Southfield mine area. These surveys are included within Exhibit 1 1, <br />Vegetation Inventory. These preliminary vegetation surveys indicated <br />that range <br />TR -41 2.04.10 -5b Revised Aug 2014 <br />
