Brian Watterson of Twentymile Coal accompanied the inspection. The weather was cloudy and the <br />ground was snow covered at the time of the inspection. One coal train was entering the site at the time of the <br />inspection. Permit Revision No. 10 is currently under review by the Division. The longwall miner was in the 14 <br />Left panel at the time of the inspection with CM miners operating in the 12 Left gate roads. This inspection <br />focused on on -going maintenance items. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds B, D, E, F, G, 6NM sediment pond, and the Area 1 Pit were observed during the inspection. All Ponds <br />were frozen and snow - covered, with the exception of the Area I Pit. All pond embankments were snow - covered <br />with no evidence of instability or damage. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The coal refuse disposal area (CRDA) and coal refuse disposal area expansion are constructed west of the <br />reclaimed valley and to the west of the Area 1 Pit. The CRDA and expansion continues to be an active refuse pile <br />in construction. <br />Refuse material continues to be placed in the RDA expansion area. Material was being stockpiled at the north end <br />of the RDA at the time of the inspection. The RDA was snow - covered and well compacted at the time of the <br />inspection. The refuse material had not yet reached the head of the under -drain of the RDA. <br />A discharge was noted during the fall 2014 approximately 15 feet from the toe of the under drain. This area <br />continues to be monitored for instability and erosion.
